They don't want you to be independent from the system, to them. I'll use money making as an example.

Do you want to have your own business? Well, you should make sure that all of your taxes and legal proceedings are lawful. Or else. You can't just open your own business, silly. You have to make sure that everything you do is up to code, that you're compensating ..

I know this is all so strange to think about but bear with me. You, who only knows about the modern perspective, need to remove yourself from this bubble and understand that just about everything government does now for the unfortunate and poor was done by families, churches, and similar communities.
